In some CATV setup's, the de-scrambling of services are performed by the customer owned devices (TV, settop box etc. with CAM/smartcard) and not by the headend.
This requires scrambled services - including EMM's and ECM's - to be passed through the headend.
Please make sure the "CAT tables" are enabled, if the de-scrambling is done by the customer devices.
When enabled, the output QAM / MUX will have the CAT table braodcasted:
